Regarding your issue, may I kindly ask a few questions to help understand your issue better
- Was this a channel meeting or a private meeting?
- Are you the meeting organizer or just a participant?
- Can you see the transcript in Teams or Stream, but the Download option is missing?
- Do your team members have access to the recording folder in OneDrive or SharePoint?
The ability to download meeting transcripts in Microsoft Teams depends on where the transcript is stored and your organization’s Teams policy settings. If you can view the transcript but cannot give others download access, here’s a few steps you can try:
Check storage permissions
- Go to your OneDrive (private meeting) or SharePoint (channel meeting).
- Locate the folder where the transcript file is stored.
- Find your video and click (…) > Open > Open in browser

- Click Share > Manage Access > Add your team members with Can view permissions (download is included by default).

- Click on the Settings gear to choose what kind of people that can access your video.

- It should look like this for members who have the link to view.
