Using Copilot app on Windows 11 Pro and the download Card is not showing when Copilot tries to give me a file

Hello Microsoft Support,

I’m reaching out regarding an ongoing issue where Copilot does not function on my Windows 11 Pro device. Despite extensive troubleshooting, the feature remains inaccessible. I’m requesting deeper diagnostic support and access to relevant logs or telemetry to help identify the root cause.

Here’s what I’ve already tried:

  • Verified that I’m running Windows 11 Pro, version 23H2, with all updates installed
  • Confirmed that Copilot is toggled on in Settings > Personalization > Taskbar
  • Ensured I’m signed in with a Microsoft account (not a local account)
  • Ran the Copilot Connectivity Troubleshooter via the Get Help app
  • Ran the Copilot License Troubleshooter to confirm subscription status
  • Checked for firewall or antivirus interference and temporarily disabled third-party security tools
  • Verified that my Microsoft 365 subscription includes Copilot access
  • Attempted to launch Copilot via taskbar icon and keyboard shortcut (Windows + C)
  • Reviewed Task Manager and Event Viewer for any related service failures or UI rendering issues
  • Confirmed that my device meets all hardware requirements for Copilot
  • Attempted to use Copilot across different user profiles and network environments

What I’m requesting now:

  • Access to system-level logs or diagnostic output tied to Copilot startup or failure
  • Guidance on locating telemetry or service call logs related to Copilot activation
  • Confirmation of any known issues affecting Copilot on Windows 11 Pro, especially with local accounts or specific update builds
  • Any registry keys, policy settings, or background services that may block Copilot from launching

I’m happy to provide screenshots, run additional diagnostics, or share system info if needed.

    Thanks for getting back to us.

    I see that you are currently indeed in a dev build using Windows Insider. Usually, this build is still under development and hiccups like this could happen. We're very sorry about the experience. The Windows Insider environment is where the engineering team working on the releases and collect feedback from people enrolling in it. You will be able to find the "Feedback Hub" app in the search bar. This will allow you to send feedback directly to the engineer working on this build, so they can take a look and provide a solution to this.

    Alternatively, I'd suggest you try to leave the Insider Program temporarily and revert back to the public released version of Windows. The public released version offered enhanced stability compared to the dev build. If this persists even on the public release build, you can raise the feedback again or go to https://support.microsoft.com/en-us/contactus to connect to Microsoft chat supports for further options for escalations.

    Did you try Bryce's solution of updating

    your Windows 11 to either 24H2 or 25H2?

    Confused, this says you're on 23H2, but in your

    post you say you're on Dev. Dev is 25H2.

    I don't see anything Copilot related in Known Issues.

    I will escalate this so maybe MS Staff can chime in.

    Thanks again, CrazyKats. I’ve confirmed I’m on the Windows Insider Dev Channel, latest build of Windows 11 Pro.

    I’ve tested Copilot across multiple environments—including my workstation and a Windows Server 2019 machine (TheGodfather)—both running ESET Endpoint Security, same version and config. In all cases, Copilot launches, but download cards never appear. No clickable link, no file handoff, no visual cue.

    This seems to be a system-wide issue, not isolated to one device or account.

    I’ve ruled out:

    • Firewall and SSL/TLS filtering in ESET
    • Account type (Microsoft vs. local)
    • UI rendering issues (no overlay, no hidden card in Task Manager or Edge WebView2)
    • Licensing and connectivity (verified via Get Help troubleshooters)

    I suspect the issue may lie in how Copilot renders or injects the download card UI, possibly via a WebView2 or shell integration that’s being blocked or failing silently.

    Do you know:

    • Where the download card logic lives (Edge WebView2, shell, or Copilot service)?
    • If there’s a way to trace the service call or UI trigger behind the card?
    • Whether any known issues affect download card rendering in Dev Channel builds or with endpoint security tools like ESET?

    I’d love to log this properly and help others who may be facing the same issue. Thanks again for your help.

    Hi Richard,

    What Insider build and Channel are you on?

    Have you tried the Copilot standalone, not the

    one associated with MS365?

    Both of mine open with no issue.
