I had the same problem when I was trying to create an email signature with a linked image. I got around it by reverting to Legacy Outlook, editing my email sig and linking the image. The linked image continued working after re-updating to new Outlook!
Why am I no longer able to hyperlink an image in Outlook for Mac?
I am no longer able to hyperlink an image in Outlook for Mac (desktop app). This change has come seemingly out of the blue. My software is fully up to date (Version 16.100.2) with no pending updates.
Here is the process I've always used to accomplish this task:
- Select Insert Picture
- Select Picture From File
- Highlight the image file and select Open
- Right-click the image in the email body and select Hyperlink...
- Insert the URL in the URL field
- Select Ok
As a workaround, I've tried selecting the image and then clicking the Insert Link button in the toolbar. Unfortunately, this does not work.
Did this functionality move? If so, where—and, more importantly, why?

We’ve identified the cause of this issue and confirmed a temporary workaround. The problem only affects Microsoft 365 subscription-based licenses and does not occur on the same version numbers when the product is licensed under Office LTSC 2024.
The file involved is:
~/Library/Group Containers/UBF8T346G9.Office/MicrosoftRegistrationDB.regDeleting this file restores the Insert/Edit Hyperlink option for images temporarily. However, once Outlook is relaunched while connected to the internet, the issue reappears.
This behavior occurs because Microsoft 365 validates license entitlements each time Outlook launches. During this online license check, certain feature restrictions are re-applied. In contrast, LTSC (serialized) licenses do not perform these recurring entitlement validations, allowing the hyperlink feature to remain consistently available.

Why is a pointless question, though. Microsoft rarely shares the rationale for their design decisions. If you really need it restored use Help> Feedback to send a one-way message to the development team. Clearly explain why the restoration is needed.
In New Outlook: Select the image then go to Format> Hyperlink in the main menu or use the keyboard shortcut Command+K.
