I see that you are currently indeed in a dev build using Windows Insider. Usually, this build is still under development and hiccups like this could happen. We're very sorry about the experience. The Windows Insider environment is where the engineering team working on the releases and collect feedback from people enrolling in it. You will be able to find the "Feedback Hub" app in the search bar. This will allow you to send feedback directly to the engineer working on this build, so they can take a look and provide a solution to this.
Alternatively, I'd suggest you try to leave the Insider Program temporarily and revert back to the public released version of Windows. The public released version offered enhanced stability compared to the dev build. If this persists even on the public release build, you can raise the feedback again or go to https://support.microsoft.com/en-us/contactus to connect to Microsoft chat supports for further options for escalations.
