I posed this question to ChatGPT and got this answer which worked. I Then asked How to disable Fast Startup and the procedures there solved the problem!


In Windows 11, a PC that only accepts keyboard input after a restart is most likely caused by issues related to power management or outdated drivers. When the computer enters a low-power state, such as sleep or hibernation, it may not properly reinitialize the keyboard upon waking, requiring a full system reboot to restore functionality. 

Power management issues

Modern computers use power-saving features that can interfere with how peripherals, like a keyboard, are recognized by the system.

  • Fast Startup: This feature, designed to speed up the boot process, can prevent peripherals from being properly initialized, especially on systems with USB or motherboard-specific power management bugs. A full restart bypasses this process, allowing all hardware to be loaded from scratch.

Issue Description: 

On Windows 11, some users report that their PC only accepts keyboard input after a full restart. The keyboard may become unresponsive after waking from sleep or hibernation, even though it works fine after rebooting. 

Assessment: 

This behavior is often linked to power management issue

  • Fast Startup: Enabled by default, this feature speeds up boot time by partially hibernating the system. However, it can prevent USB peripherals (like keyboards) from initializing correctly after waking. 

Solution: 

Disable Fast Startup:  

  • Go to Control Panel > Power Options > Choose what the power buttons do. 
  • Click Change settings that are currently unavailable. 
  •  User's image
  • Uncheck Turn on fast startup (recommended). 
  • Save changes and restart your PC.

    Unchecked Fast start solves the problem.
