This happens because Microsoft flags accounts under 18 as child accounts and sometimes misidentifies organizers. First check your family setup at Microsoft Family Safety and make sure you’re listed as an organizer, Only organizers can give consent. If you’re not recognized as an adult, create a new Microsoft account with your correct birthdate, add it as an organizer, and use it to provide consent.
If both accounts are stuck in the loop, this is a known bug that requires Microsoft Support to reset the Family Safety association on their backend. Contact them under Account & Profile > Family Safety > Unable to access account and provide both email addresses. Once resolved, update birthdates for all accounts and keep at least one verified adult account as an organizer to prevent future issues.
