I cannot add/edit the agenda I created using "Add an Agenda" within the Teams window

I added an agenda to a recurring meeting and then closed out of it when I was finished. When I went back to add more items to the same meeting, Teams displayed a message saying, “Another attendee is creating meeting notes…” This issue began on 12/15/2025, and it’s still happening as of 12/17.

I’m the meeting organizer, there are only three people in the meeting, and I’m the only one adding or editing the agenda. To troubleshoot, I created a test meeting with only myself as the attendee. I was able to add an agenda the first time, but after exiting and attempting to edit or add more items, I received the same error message in Teams. How can I add/edit an Agenda without encountering the “Another attendee is creating meeting notes. Please check again in some time.” error message?

I figured it out! I had the same issue and did everything in this thread. The only thing that actually worked was resetting the entire Teams app, then the agenda worked once but went back to having the same issue. BUT, if you go into Outlook and "add an app" (same place where contacts, calendar, etc live), you can add "Loop" and the agenda is there.

    I’d like to share an additional solution that I tested successfully in my own test environment:

    Please completely quit Teams and then reopen the application.

    I'm having this exact same issue. I tried signing out, clearing cache, private browsing window, all of that. None worked.

    The solution I found is to just go to the meeting in the Teams calendar and join it. Even if the meeting is far in the future you can join and the meeting notes/agenda will be there and you can edit within the meeting. Now when you leave the meeting and rejoin it, your edits are there.
