To change your primary account email address when you no longer have access to the current primary account, you will need to follow specific steps based on the service you are using. Here are the general steps you can take:

    1. For Microsoft 365 Developer Program: If you're using your Microsoft account, you can associate multiple email accounts with your Microsoft account and set a specific email as your primary account. You will need to sign in to the Microsoft 365 Developer Program dashboard and follow the steps to update your primary email account.
    2. For Azure Billing Account: If you have an Azure account, you cannot directly update the email address you use to access your account. However, you can create a new account with the new email address and transfer ownership of your subscriptions to that account.
    3. For Dynamics 365 Apps: If you are using Dynamics 365, ensure that your Outlook email address matches the email address in Dynamics 365 apps. If you need to change it, you will need the appropriate permissions to update the email address in the Dynamics 365 settings.
    4. For Visual Studio Subscriptions: If your organization’s email address changes, you should update your admin information before the change occurs to ensure uninterrupted access to your subscriptions.

If you are unable to perform these actions due to lack of access, consider contacting support for assistance in recovering your account or changing your email address.

    Hello Ken Watt,

Thank you for reaching out here in the Microsoft Q&A forum and for letting us know that the previous automated answer wasn't helpful. I'm sorry it suggested steps for business accounts, which certainly don't apply to your personal Outlook setup. I completely understand why that was frustrating.

You're looking to change your account's main email address since you've lost access to the current one. Let's get you the right help. The steps you'll need depend on one key thing: whether you can still sign into your Microsoft account at all using a backup method.

Scenario 1: You can still sign in to your account.

If you have set up two-step verification with a phone number or an alternate email address, or if you have another email alias already on the account, you can use that to sign in and then change the primary alias.

    1. Go to the Microsoft account security page: https://account.microsoft.com/security
    2. Sign in. You may be prompted to verify your identity using your phone or alternate email.
    3. Once you're signed in, click on "Your info" at the top of the page.
    4. Then, look for the "Account info" section and select "Edit account info" to proceed.
    5. Here you can add a new email address as an alias, verify it, and then set it as your primary alias. You can also remove the old, inaccessible email address.

Scenario 2: You cannot sign in at all.

If you have lost access to all sign-in methods (no access to the primary email, no backup phone, no other aliases), then you cannot change the settings directly. In this case, you must go through the account recovery process to prove you own the account.

    1. Please visit the Microsoft account recovery form: https://account.live.com/acsr
    2. Follow the instructions carefully. You will be asked for any previous passwords, details of any subscriptions, and other information only the account owner would know.
    3. If successful, you will regain access and can then follow the steps in Scenario 1 to update your primary email.

For detailed guidance about filling out the Microsoft Account Recovery Form, please see the link below: Help with the Microsoft account recovery form - Microsoft Support

I hope this straightforward guide points you in the right direction. Please let me know which scenario applies to you and if you encounter any issues with these steps.
