Cannot Customize Print Screen Button

When I press the Print Screen button (Snipping tool is disabled) a screenshot is saved to the desktop. I cannot find any documentation about how to customize or disable this functionality. Ideally, I want to use Greenshot when the Print Screen button is pressed. At the very least I want to customize where the screenshots are saved (not the desktop).

I even installed PowerToys but cannot modify the Print Screen button functionality.

I should mention that it does not matter if Snipping tool is enabled or not, the functionality is the same, a screenshot is saved to the desktop.
