For your information:
- Copilot availability is based on your organization’s tenant configuration, not just where you are physically located.
- Copilot requires an eligible Microsoft 365 license (such as E3/E5, F1/F3, or Business plans) along with the Copilot add-on. An F2 license alone does not meet these requirements.
If your organization restricts data movement across regions for compliance reasons, Copilot features may be blocked. Conditional Access or service plan settings in the Microsoft 365 Admin Center can also limit availability.
What you can do now is to verify the tenant’s region in Entra ID matches a supported geography. Also, please confirm with your admin that you have an eligible base license and the Copilot add-on assigned.
- Data movement settings allow Copilot functionality.
- Copilot service plans are enabled in the tenant.
