While these numbers are official, they often route you to an automated IVR system that will request your Tenant ID or domain name before connecting you to an agent. If you are the Administrator, the fastest route remains logging into admin.microsoft.com and using the "Help & support" widget to request a "Call me" action. This bypasses the IVR hold times entirely by having the next available billing engineer call you directly.
