At this moment, the only workaround is to use third party applications. I will give you 3 of them: StartAllBack, TaskbarX and Windhawk.

This is Tin, this is really a great question. As of now, it's not available on Windows 11 as Microsoft removed that feature to have 2 rows on Taskbar. It would be best to submit a feedback to Microsoft so they will notified that you still need that feature.
