Regarding your issue, when a PC restarts instead of powering off, it usually means the shutdown request is being interrupted at a system or driver level.
Here are a few steps you can try:
- Power Management Settings
- Right-click the Start button and select Device Manager.
- Expand Network adapters.
- Right-click your Wi-Fi or Ethernet controller and select Properties.
- Go to the Power Management tab.

- Uncheck "Allow this device to wake the computer."
- Use the Shutdown Command
- Press Win + R, type cmd, and hit Enter.
- Type the following command: shutdown /s /f /t 0 (The /f forces apps to close, and /t 0 sets the timer to zero seconds.)
- Check for BIOS/UEFI "Wake on LAN"
If the issue persists, the instruction might be coming from your BIOS rather than Windows.
- Restart and tap the BIOS key (usually F2, F10, or Del) during the logo screen.
- Look for a section named Power Management or Advanced.
- Ensure "Wake on LAN" or "PME Event Wake Up" is set to Disabled.
