I have searched all day long on how to recover my outlook email. All of a sudden it says someone from Kenya tried to log on and now I’m completely locked out, already tried verification 5 times and account recovery rejects me as soon as I submit it. WHAT MORE DO YOU NEED?????? My social security number??? And there is NO way to contact anyone for help!!!

Unfortunately, there are no other options to recover/unblock the account.

I would recommend checking the guidance notes through this link for tips on how to fill out the form:

Hey there! Nice to meet you!

Based on your description, there is a possibility that the hacker repeatedly tried to sign in to your account, which triggered the system to detect multiple failed sign-in attempts or an unusual login pattern and resulted in the account being temporarily blocked.

This means that your account is also blocked on the hacker's side. Also, please do not click the link SMS text message as it is a phishing message.

If you do not have any linked verification methods for a password reset, I'm afraid the only way to recover/unblock the account is through the account recovery web form: https://account.live.com/acsr

Important: If you have an active 2FA, ACSR will inform you that your recovery request will be ignored. If you only receive a message that the recovery request is either successful or indicates insufficient information, this means that 2FA is disabled.

You'll need to keep trying until you're verified by Microsoft, and you can do this up to 2 times every 24 hours.

If your Microsoft account recovery request was not granted, please review this link for tips on improving your chances of a successful recovery: https://support.microsoft.com/office/dc56c3e3-dff0-4ed5-8edb-60290eea6b53

Please be advised that Microsoft Support will not be able to grant you access to your account.

If you're able to recover and regain access to your account, kindly secure your account by enabling the two-step verification feature and ensure that your verification methods are updated on account.microsoft.com > Security > Manage how I sign in

Lastly, I recommend following the guide from this thread to prevent unauthorized logins: https://learn.microsoft.com/answers/questions/4049625/someone-is-repeatedly-trying-to-access-or-hack-my?forum=windows-all&referrer=answers

Thank you for your understanding! Please feel free to let me know if you need anything else.

    Best regards,

    Darhyl

Microsoft accounts, including Outlook.com, can only be recovered through the automated tools and forms. Support agents and forum moderators cannot bypass these systems, unlock accounts, or accept extra proof like government IDs or Social Security numbers.

Follow these steps as they are the only supported options:

    1. Use the Sign-in Helper tool
    • Go to the Sign-in Helper: https://go.microsoft.com/fwlink/?linkid=2214157
    • Enter the locked Outlook email or phone number.
    • The tool will either guide through self-help steps or offer a way to contact an agent if available for the scenario.
    1. If verification options are blocked or rate-limited If too many verification attempts were made, Microsoft may temporarily lock verification and recovery to protect the account.
    • Wait for the lockout period (typically about 24 hours) without trying again, as repeated attempts can restart the cooldown.
    • After waiting, try again from:
      • A device that is normally used to sign in.
      • A usual location/network (home/work Wi‑Fi).
    1. If security info (phone/email) is not accessible If the password is known but security info is partially or fully lost, follow the guidance in Troubleshoot Microsoft verification code issues:
    • If some security info still works:
      1. Sign in to Advanced security options: https://go.microsoft.com/fwlink/?linkid=2204804
      2. Select Add a new way to sign in or verify and set up a new phone/email.
      3. Confirm it with the code sent.
      4. Expand the old, inaccessible security info and select Remove.
      5. Do not remove all security info at once, or the account may be restricted for 30 days.
    • If all security info is lost but the password is known:
      1. Start sign-in.
      2. At Verify your identity, choose I don't have any of these.
      3. Follow the prompts to replace security info.
      4. After replacement, there is a mandatory 30‑day wait before full sign-in is allowed.
    1. If the password is not recognized and recovery is failing If the password is no longer accepted and none of the verification options work:
    2. Review Help with the Microsoft account recovery form to maximize the chance of success:
    3. Then submit the recovery form: https://go.microsoft.com/fwlink/?linkid=2289300
    4. When filling the form, provide as many accurate details as possible, such as:
      • Previous passwords.
      • Folder names.
      • Recent email subjects and contacts.
      • Other details only the real owner would know.
    5. If the daily submission limit or rate limit is hit, wait until the next day and try again from a familiar device and location.
    6. If the account was hacked or shows sign-in from another country If the account was likely compromised (for example, sign-in from Kenya):
    1. Important limitations
    • If two-step verification was turned on and none of the verification methods (phone, email, authenticator, recovery codes) are accessible, support cannot override this. For security, agents are not allowed to send password reset links or change security details on consumer Microsoft accounts.
    • If the account has been inactive for more than two years, it may have been deleted and cannot be reopened.
    • Account recovery is fully automated; moderators and support agents cannot manually approve or force recovery.

If recovery continues to fail after carefully following the recovery form guidance and waiting out any lockouts, the systems are not receiving enough matching data to confirm ownership, and access cannot be restored.
