Error 0x800CCCOE in Outlook when connecting to a server (typically POP/IMAP) indicates a connection problem between Outlook and the mail server.

Use these steps to troubleshoot in Microsoft 365 Outlook:

    1. Check for general Outlook connectivity issues
    • If using a Microsoft 365 or Exchange account, run the automated diagnostics for Outlook connectivity issues: download and run Support and Recovery Assistant for Microsoft 365 from the Support and Recovery Assistant for Microsoft 365 link in the Outlook connectivity article. This can automatically detect and fix common connection problems.
    1. Update Outlook and Windows
    • Make sure Outlook and Windows are fully updated, as outdated software can cause connection failures.
    • Run Windows Update and install all available Office/Microsoft 365 updates.
    1. Verify account type and server settings
    • If this is a POP or IMAP account:
      • Confirm the incoming/outgoing server names, ports, and encryption (SSL/TLS) with the mail provider.
      • Ensure the server actually supports the TLS/SSL versions configured in Outlook.
    1. Check TLS configuration if using POP/IMAP
    • If POP/IMAP sync is failing and the server does not yet support TLS 1.3 correctly, Outlook may fail to connect.
    • On Windows, check the registry TLS configuration as described:
      1. Open Registry Editor and navigate to the Protocols key under the system’s TLS configuration.
      2. If TLS 1.3 appears under Protocols, export that key first as a backup.
      3. Delete the TLS 1.3 key and its subkeys.
      4. Restart Outlook; if it still does not sync, restart Windows.
    • After this change, the Protocols section should no longer show any TLS 1.3 keys.
    1. If still failing
    • If the account is an Exchange Online / Microsoft 365 mailbox and multiple users are affected, an admin should check Microsoft 365 Service health status for issues under Exchange Online.
    • If only one user is affected and diagnostics plus the steps above do not resolve it, recreate the Outlook profile and re-add the account.
