We have two external users who consult for my organization daily. The external users do not use o365. My management would like for them to have access to Team Chats and Channels. Would a Teams license need to be purchased?
You could have them sign up for an Office 365 account (personal) and add them as a guest to your tenant. Then you do not need to provide a license to them and they can have access to your Teams Chat and Channels:

You can invite two external users into your organization as guest users. Guest users can access Teams without a license.

Also, Teams admin in your organization must configure to allow guest access and configure guest access settings.

If your organization allow guest access, then you can invite external users with their email address and they do need a license.
