Based on the information in those sections, the E5 developer subscription is primarily available to:

• Visual Studio Professional or Enterprise subscribers (automatic qualification)
• Companies in ISV Success / Microsoft AI Cloud Partner Program eligible tiers
• Organizations with Premier or Unified Support (via their Microsoft contacts)

To register for the Microsoft 365 Developer Program from mainland China, follow the standard online registration process. The program is global and the documented join flow applies regardless of country/region.

Steps:

1. Go to the Join page for the Microsoft 365 Developer Program: use the documented entry point in the article.
2. In the upper-right corner, choose Sign in and authenticate with either:
   • A Microsoft account, or
   • A Microsoft Entra–enabled email.
   The following sign-in options are not supported and will fail anywhere, including China:
   • Phone number sign-in.
   • Accounts using the *.onmicrosoft.com domain.
   If signed in with an unsupported option, an error appears and a supported email account must be used instead. For details, see “What account can I use to sign up for the Microsoft 365 Developer Program?” in the FAQ referenced by the documentation.
3. After signing in, select Join now.
4. On the Microsoft 365 Developer Program Signup page, fill in:
   • Contact Email
   • Country/Region (select China or the appropriate region for your residence)
   • Company
5. Review and accept the terms and conditions (checkbox is required to proceed).
6. Optionally select I would like to hear from the Microsoft 365 Developer Program if program communications are desired.
7. Choose Next.
8. On the Microsoft 365 Developer Program Preferences page, provide preferences such as:
   • Industry
   • Types of applications/solutions to develop
   • Products, technologies, and programming languages of interest
9. Select Join. A welcome message appears and a welcome email is sent. The same account is then used to sign in to the Developer Program dashboard.

These steps are the same for users in mainland China; the key requirement is using a supported sign-in account type and selecting the correct country/region during signup.
