Protection against phishing, malware, and other threats targeting email and collaboration tools in Microsoft 365
Microsoft Defender SmartScreen classifications are based on URL reputation, page content, file behavior, TLS security, user feedback, and dynamic behavior. Newly registered or low-traffic domains, redirects, or content patterns that resemble phishing or abuse can cause a domain or specific URLs to be flagged as unsafe, even when operated by a legitimate service.
To dispute a false positive and request review/removal of the “malicious” classification for scnv.io and its short links, the supported path is to submit the affected URLs/files to Microsoft for analysis:

https://scnv.io/) and several sample redirect URLs that are being blocked.

- Use the Microsoft Security Intelligence submission site to submit a file or URL for analysis.
- When submitting for SmartScreen, select Microsoft Defender SmartScreen from the product menu, as documented in the SmartScreen guidance.
- Provide details that you are the domain owner/operator, describe the service (QR/short-link redirect platform), and explain that the site does not host or distribute malicious content.
- Monitor and respond to the determination
- After submission, sign in to the Microsoft Security Intelligence submission site to check status and results.
- If the determination still classifies the content as malicious and this appears incorrect, use the developer contact form provided with the submission results to escalate and request re-evaluation.
- Ongoing best practices
- Ensure that any user-generated destinations reachable via scnv.io comply with Microsoft’s malware/PUA criteria to avoid reputation issues.
- If abuse is detected on customer-created links, remove or block those quickly so that reputation signals improve over time.
Microsoft does not operate a general “whitelist” or manual allow-list program for developers, and does not accept standing requests to pre-approve all files or domains. However, consistently maintaining a clean reputation and, where applicable, using trusted certificates and secure configurations helps SmartScreen build positive reputation and reduce future false positives.
