Phone number already used in Microsoft 365 Developer Program without tenant creation

Hello,

I previously signed up for the Microsoft 365 Developer Program and verified my phone number.

However, no tenant or sandbox was ever created.

Now I want to register properly with a different Microsoft account (.com), but the phone number is blocked as already used.

Since no tenant was ever provisioned, I would like to ask if the phone number can be released or unlinked from the old developer profile.
