Based on my research, several other users have reported experiencing the same behavior. I’ve also tested this on my end and can confirm that I’m seeing the issue as well. At this time, there has been no official announcement, service advisory, or confirmed fix published by Microsoft, so there is currently no ETA available for full service restoration.
Given this situation, I strongly recommend contacting your organization's IT administrator and asking them to report the issue through the Microsoft Admin Center. This helps Microsoft track, prioritize, and investigate service-related problems more effectively.
Steps for the IT Admin:
- Sign in to the Microsoft 365 Admin Center
- Go to Health > Select Service health
- Click Report an issue

Submitting the issue through this process allows Microsoft to investigate further and, if necessary, open a service incident for broader visibility and status updates.
As an additional option, you can also submit feedback directly to the Microsoft product team from within Excel by going to Excel > Help > Feedback (Send Feedback) and reporting the problem. This ensures your experience is shared directly with the product team for consideration in future updates.
