Publisher and Word are designed for different primary purposes, and current guidance is to move scenarios from Publisher into other Microsoft 365 apps rather than replace Word with Publisher.

- Envelopes, labels, letterhead, newsletters, programs, folded paper projects: Word
- Moving content from Publisher to Word
For existing Publisher content, several supported paths are provided:
- Save the text from a Publisher publication as a Word document. Text and font formatting are preserved, but graphics, columns, and some layout elements are not.
- Copy and paste pages or objects from Publisher into Word in HTML format to preserve formatting and allow further editing.
- Save pages or objects from Publisher as picture files and insert them into Word when no further editing is needed.
- Moving content from Word to Publisher (for as long as Publisher is available)
- Word documents can be imported into Publisher to take advantage of Publisher’s graphics-handling capabilities by using the “Import Word Documents” option and selecting a publication design.
Overall, the supported direction is to keep Word as the core document editor and transition Publisher scenarios into Word, PowerPoint, and related tools, not the other way around.
