To create breakout rooms before a Teams meeting via Outlook, you need to create an event and send the invitation first. After sending the invitation to the attendees, you can then set up the breakout rooms.

Here are the results:
After you click on breakout rooms, the application will prompt you to open the Teams desktop app to set up the breakout rooms.
