To use Copilot Studio, there are several options depending on whether trying it out, using it with Microsoft 365 Copilot, or deploying it broadly in an organization.
- Sign up for a free Copilot Studio trial (no initial cost)

- Enter an email address and select Next.
- Complete the sign-up steps.
- The trial license lets you create agents and test them in the test chat panel, but you can’t publish the agent.
- The trial runs free for a period; after expiry, it can be extended by 30 days, and agents continue to work for up to 90 days after trial expiry.
- Use Copilot Studio with a Microsoft 365 Copilot license
- A Microsoft 365 Copilot license includes entitlement to use Copilot Studio to extend Microsoft 365 Copilot with agents.
- With this license, Copilot Studio can be used to build and manage agents that extend Microsoft 365 Copilot experiences.
- Get a standalone Copilot Studio subscription (paid)
- A standalone Copilot Studio subscription is a tenant-level license that allows building agents on any supported channel and connecting to data using premium connectors.
- This subscription is obtained from the Microsoft 365 admin center under the Copilot Studio tenant license.
- To let individual makers use Copilot Studio, admins assign a Copilot Studio user license (per-user license) in the Microsoft 365 admin center.
- This model typically involves additional cost (tenant license + user licenses) and Copilot Credits for usage.
- Use Copilot Studio via Copilot Credits and billing options (paid)
- Copilot Credits measure usage (time and effort for responses, actions, and skills). Billing is based on Copilot Credits consumed.
- There are three main billing options:
- Prepaid Copilot Credits subscription (standalone Copilot Studio subscription): prepaid capacity purchased via Microsoft 365 admin center.
- Pay-as-you-go: link a Power Platform environment to an Azure subscription using a billing policy; pay monthly for actual Copilot Credits used.
- Copilot Credits prepurchase plan: one-year prepaid pool of Copilot Credit Commit Units (CCCUs) purchased in Azure, usable across eligible products.
- Capacity is enforced monthly; unused Copilot Credits don’t carry over, and exceeding purchased capacity can lead to technical enforcement.

- Copilot Studio entitlements are also included in certain Dynamics 365 Customer Service add-ons (Digital Messaging and Chat), as described in the Dynamics 365 Licensing Guide.

To actually sign in and build agents in Copilot Studio, one of the following is required:
- Copilot Studio user license (free of charge per user, but requires a tenant prepaid Copilot Credit pack subscription).
- Copilot Studio authors role in Power Platform admin center (assigned via a security group).
- Microsoft 365 Copilot license.
- Copilot Studio trial license.
