According to the official Dynamics 365 release plan, this feature is scheduled for Public Preview between March 2026 and May 2026, with General Availability targeted around May 2026.

However, the release plan also clearly mentions that timelines are indicative, and features may not yet be fully deployed or available in all environments even after the preview start date.
This explains why you do not see the green checkmark. The green tick typically reflects that a feature is broadly released and available, whereas in this case the feature is still in preview stage and rollout is environment dependent. So yes, it is in Public Preview from a release plan perspective, but it may not yet be available in your tenant or region.
If the feature is available in your environment, you can configure it in a sandbox by enabling the Sales Hub dialer and setting up telephony integration, inbound/outbound profiles, and user phone assignments.

Additionally, if the Sales Hub dialer feature is not visible in your environment, then it means the preview has not yet been enabled for your tenant. In this case, you will not be able to configure or test it in a sandbox environment either. Public Preview in the release plan indicates availability during that timeframe, but features are rolled out gradually and may not be available to all tenants immediately.
