Unfortunately, no.
Microsoft has stated and released a policy that if you change or delete an alias ending in @hotmail.com, it becomes permanent and cannot be reused or added back as your main email address.
I understand that this is not the outcome you were hoping for, especially since it affects an old and familiar email address. However, this restriction is in place to protect account security and prevent email addresses from being reused once they have been permanently removed.
