taskbar won't hide when in full screen mode

When I am in full screen mode, very often the task bar will pop up and I cannot get it to hide unless I restart Windows Explorer using the task manager. Then it will stay hidden for awhile and then pops up again and I have to use the task manager again. This happens often enough that it is a real problem. Any help would be appreciated.
