    Wrt your 1st query, yes, your answer is correct.

    1. By creating additional resource groups in an Azure subscription, additional costs are incurred. 【No】
      1. Resource groups are not charged.

    Now, wrt, 2. and 3.

    • Please note that Azure bandwidth charges are with respect to Ingress and Egress.
    • When you say "copying" , it is miscellaneous as copying may require both inbound and outbound data transfers. (TCP control/ACK packets)
    • The proper term we should use is Ingress and Egress.
    • Other data transfers over the VPN connections to your on-premises sites or the internet in general are charged separately at the regular data transfer rate.

    For Ingress data transfer:
