Error 0x80070666 indicates that another version of this product has been installed, so this version of package failed to install.
Probably, a newer version of this package has been installed on your machine. You can check it in Control Panel, try to remove it(the newer version => right-click it > Uninstall) and then reinstall the version that you want. If you fail to uninstall it from Control Panel, you can try to download and use this troubleshooter tool to uninstall it.
However, is there any particular reason that you want to install this specific version of Visual C++ Redistributable package? A newer version is recommended.
