How to customize a classic Sharepoint page using CSS?

For some reason, my sharepoint page is not allowing me to edit a section of the page. There are two, "two columns with header and footer sections" from the layout feature, which totals 8 blocks. The bottom 4 blocks are the ones that cannot be edited and are a duplicate of the top blocks. George, Microsoft Community Moderator, suggested I post my issue in this forum for guidance on utilizing CSS coding to customize the classic page to rid of those blocks, which I'm unfamiliar with. All administrators have tried to modify but none of us can.

    1.Did this happen all of a sudden? Can footer sections that cannot be deleted be deleted before?

    2.The web part in header sections can be deleted normally, right?
