Yes, this feature is under the control of the administrator.
Judging by the screenshots, there are many reasons for this problem. Try the following possible solutions:
- Check your internet connection and Teams server status. A poor or unstable internet connection may prevent GIFs from loading or displaying correctly. You can also check if your Teams server is working properly by visiting the Office 365 service status page.
- Sign out of Teams and clean up the cache.
- Please try the Teams web client to check if there is the same issue.
- Enable an optional connected experience in Teams, which allows you to access GIFs and other cloud services in Teams. To do this, go to Settings > Privacy and turn on the switch for Optional Connected Experiences.
If you've troubleshooted, check with your administrator to see if there's anything you can do to prevent it.
