@Sokoban, Thanks for posting in Q&A. In General, Co-management enables you to concurrently manage Windows 10 or later devices by using both Configuration Manager and Microsoft Intune. Please check if this is an enrollment method you want. If yes, please check if we have followed the steps in one path to enroll the device.

For the picture showing in company portal, it seems the user logging in is not the primary user of this device. Based as I know, we can only login the primary user to get application assign as "Available for enrolled devices:". Please change to the primary user of this device to login company portal to see if the result will be different.
Meanwhile, I notice the compliance policy error disappear, but the problem still persists. Could you let us know if you mean no application showing in company portal?
