Issue:
After reinstalling the Entra connect you are getting the error "It appears that you are resuming a scenario that was not completed previously during installation" and "Azure Service Connectivity Failed, Unable to proceed The on-premises synchronization service is not able to connect to Azure Active Directory. Updating the proxy settings for the ADSync service account may resolve this issue, mote about troubleshooting Azure AO Connectivity issues."
Solution:
By Installing .Net 4.8.1 has fixe the issue as, .NET runtime requirement has been increased to 4.7.1.
