From the details provided it seems like it is related to web socket communication error, ensure that web socket communication is enabled. Make sure your network allows websocket connections to the following domains:

.instances.azureml.net

.instances.azureml.ms

If you’re connecting from your workstation, consider checking if your corporate firewall or ISP proxy is blocking websockets.

Just a recommendation on an alternative, Instead of using websockets, did you try using managed identity for authentication? This may allow direct authentication with Azure services. Managed identity can simplify authentication and avoid issues related to network configurations.

If you can't connect to a notebook, ensure that web socket communication is not disabled. For compute instance Jupyter functionality to work, web socket communication must be enabled. Ensure your network allows websocket connections to *.instances.azureml.net and *.instances.azureml.ms.
