Hi
In the link the user was trying to share a shared mailbox with external user.
I'm trying to share a shared mailbox with a user in a multitenant setup:

Is this possible or not? If not why not....is this not the point of a multitenant setup to share resources without having to pay for 2 licences?

This is not possible. Exchange Online does not support any type of sharing outside of the confines of a single tenant, between mailbox-provisioned users. The only exception would be calendar availability data.
