Is Entra B2B Direct Connect supported for 365D customers?

Based on your query, my understanding is that for dedicated tenants to engage in B2B Direct Connect, both organizations must establish a mutual trust relationship. This involves enabling B2B Direct Connect in their respective cross-tenant access settings. B2B Direct Connect is only possible when both organizations allow access from each other. If the organization you wish to collaborate with is in a different Microsoft Azure cloud environment (such as commercial), you will need to enable cross-tenant connections with that environment. Therefore, it is essential to coordinate with the external organization’s administrator to ensure their cross-tenant access settings permit sharing with you. This mutual agreement is critical because B2B Direct Connect allows limited data sharing for the users enabled for it. Since you are talking about the dedicated tenants so mostly dedicated tenants are private cloud tenants such as Government/commercial.

I was able to confirm that DC is supported on XTAP policies on vNext tenants from an old colleague. Thanks for the response. What you shared is indeed the way to setup XTAP, but the article makes no mention of either government or vNext tenants.

This did not answer my question. The response you gave does not mention which of the Microsoft cloud offerings support Direct Connect. In the end, I had to ask a former colleague who actually works on a vNext tenant to verify that he could see the Direct Connect XTAP tab. He can see the tab, so we believe it is supported.
