How I resolved this error:
- Go to Control Panel -> Programs -> Uninstall programs -> Uninstall all Access drivers (32-bit and 64-bit)
- If not installed, install 32-bit and 64-bit access drivers from this source https://www.microsoft.com/en-us/download/details.aspx?id=54920 , DON'T RUN YET!
- Go to terminal (not Powershell) -> go to downloads (or where you downloaded the access drivers to) -> run "accessdatabaseengine_X64.exe /quiet" -> then run "Accessdatabaseengine.exe /quiet"
The order of access driver installation matters! I believe that the error is due to the incorrect driver installation order.
