Windows 11: failed to locate framework dll

I have a brand new Lenovo ThinkCentre M70q gen 3 with Windows 11 preinstalled and MS Office Home and Student 2021.

After updating BIOS (M43KT1AA), every time I restart the computer I receive message "Failed to locate framework dll".

I attempted to fix it turning .NET Framework (4.8 and 3.5) on and off with no results. Yes, I have found a lot of options to download framework dll, but I am not sure which one I need.

Do you have any suggestions or ideas, please? Actually, besides this annoying message I do not see any other problems with this missed dll.

    Well, I tried it before. Unfortunately, it doesn't work.

    Thank you for the update.

    Try to do an in-place upgrade repair on the Windows operating system. This method will reinstall and repair the system files without deleting any apps or files. Follow this link for the guide.

    Thank you for responding so quickly.

    1. It is not a laptop, but a desktop computer though I do not think it matters. And yes, I have installed all Windows updates.
    2. I could not download and install the latest .net framework. I have received the following message:

    Your installation will not occur. See below for reasons why.

    .NET Framework 4.8.1 or a later update is already installed on this computer.

    Hi, I’m Nicole, I’ll be happy to help you out today.

    Did you already finish all Windows updates so far for the laptop? If not, finish first all updates since within the Windows updates are .net framework installation.

    Try also to download and install the latest .net framework from this link which is 4.8.1.

    After installing it, restart the system and check if the issue will still persists.
