How can I manually upgrade Windows 11 Pro Version 22h2 to Version 23H2?

I have successfully installed all cumulative updates for Windows 11 Version 22H2 but I never received 23H2 version update in Nov 2023.

Edition Windows 11 Pro

Version 22H2

Installed on ‎10/‎5/‎2022

OS build 22621.3155

Experience Windows Feature Experience Pack 1000.22684.1000.0

I also manually installed "KB5033055" but 23H2 still not showing up from windows update.

KB5027397: Feature update to Windows 11, version 23H2 by using an enablement package - Microsoft Support as per that link, I verified that I have installed "2023-10 Cumulative Update Preview for Windows 11 Version 22H2 for x64-based Systems (KB5031455)"

Please advise, how to manually update my Windows 11 Pro from 22H2 to Version 23H2?

    At best, this will overwrite my current settings instead of merely upgrading my existing Windows Pro 22H2 installation, which is undesirable.

    The real issue is that the 23H2 enablement package is not being installed after the hold was removed on 7 Feb 2024. The Support notice says machines will get the update in 48 hours, and it has been over ten weeks.
