Why is Download button is not available for shared recordings in Teams

I tried to log out/log back in Teams (and SharePoint), still it didn't work today.

As a test, we tried among us here at work to share a Teams recording to some of our colleagues with full permission to Download. It didn't work too. So all of us staff here at work are affected, not an isolated case

This was the scenario:

Bryan was a Teams Organizer, he created the link for the hearing and assigned John as a Co-organizer/Co-presentor

John, a judge, recorded the hearing in Teams

After the hearing, Bryan can see the recording from his Teams Chat, OneDrive/SharePoint and Streams. Download button is available from his end, as the main organizer or creator of the link.

As part of Glicerio's job is to download, convert, save and share the recordings. However, when Bryan shared the recording to Glicerio with permission to download (i.e., Blocked Download deactivated), the Download button is not displayed.

To test if this bug is not an isolated and is affecting all staff, Bryan similarly shared the recording to Ann with full permission to download. She too, can't see the Download button from her end. Likewise, Ann shared different recording from another court case to Rhiannon, the result is the same. Rhiannon couldn't see the Download button from her end.

Any help is greatly appreciated.

    We found the solution today.
    Looks like it has changed very recently, it is now via Manage access.

    Step 1.  From your Teams Chat, locate the recordings. Then, click 3 dots …  (More Options), and click Open

    Step 2.  In Stream screen, click Share.  Then scroll down and click Manage Access

    3.   In Manage access screen, scroll down then click Plus (+) sign under Direct Access

    4.  In Grant access screen, enter email address of recipient, then click Grant Access.

    5.  And done!

    Hi Lee,
    So, we could no longer share the link with the Block download button deactivated as above as what we have been using the past year. Why that change?

    Only the person who started the recording and the meeting organizer can download the recording. Go here to learn more about downloading files or folders from OneDrive or SharePoint.

    Important: If your org is still using Microsoft Stream to store recordings and you are a meeting owner or recorder, you can download a meeting recording:

    Go to the meeting recording in the chat history and select More options More options button > Open in Microsoft Stream.

    On the Microsoft Stream portal, select More options button > Download original video.

    Add the video to a Teams conversation by selecting Attach beneath the compose box. Or share the recording any other way you choose.

    Hi Lee,

    Except for the IT Admin stuff which I shared to them, I did what you suggested (clearing cache, accessing Teams via web), but still it didn't work.

    Hi Glicerio,

    Please check with your IT admin if they change on the permission settings regarding share link on OneDrive or SharePoint.

    You may also check with Bryan the settings of the link that he shared if there's any changes.

    If the issue still persist, you may try the following:

    1. Uninstall and Install the Teams app
    2. Clear Cache
