Domestic Calling Plan Zones

Hello Dear Community,

There is something I would like to understand regarding Domestic Calling Plan.

Domestic Calling Plan

With the Domestic Calling Plan, licensed users can call out to numbers located in the country/region where they're assigned in Microsoft 365. Unlimited incoming minutes are included. Outgoing minutes are included based on the license purchased.

There are three Domestic Calling Plan options to choose from:

  • Domestic Calling Plan Zone-1 US: For users in the United States and Puerto Rico.
  • Domestic Calling Plan Zone-1 Canada/UK: For users in Canada and the United Kingdom.
  • Domestic Calling Plan Zone-2: For users in Austria, Belgium, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Netherlands, New Zealand, Norway, Poland, Portugal, Romania, Singapore, Slovakia, Slovenia, South Africa, Spain, Sweden, and Switzerland.

We have several locations falling under Domestic Calling Plan Zone-2, mostly in Germany, Romania, Belgium, France, Spain etc. and my sites will be using Calling Plan.

If an user from France calls regular cell phone user in Germany, is this still considered domestic call? Let's say this cell phone user my customer with regular sim card.

    If a corporate user in France calls another corporate user in Germany by dialing their number in E164 format, not clicking on the audio call option, Microsoft will consider this as a domestic call, not a VoIP call. This is because both users are in the same zone (Zone-2) and have the same Calling Plan assigned. The call will be deducted from the user’s monthly minutes pool, and not charged as an international call or a Teams-to-Teams call. However, the user must have a valid phone number assigned to them in Microsoft 365, and the phone number must match the country/region where they are located. For example, a user in France must have a French phone number, and not a German or Romanian one.

    If the user clicks on the audio call option, Microsoft will consider this as a Teams-to-Teams call, not a domestic call. This is because the call is made through the Teams app, not through the PSTN. The call will not be deducted from the user’s monthly minutes pool, and not charged as an international call or a domestic call. However, the user must have a valid phone number assigned to them in Microsoft 365, and the phone number must match the country/region where they are located. For example, a user in France must have a French phone number, and not a German or Romanian one.

    Anna,

    I am surprised that this will not be considered as VoIP to VoIP call since both countries are in the same zone, with calling plan and both of them are corporate users. I really do not think my users will go and dial in as E164 but it is always great to know what is the outcome if they do not click on audio call option :)

    Thank you Anna for the details. One more question please, if you don't mind.

    A corporate user in France calls another corporate user in Germany but as in E164 format, not clicking on audio call option. Will Microsoft consider this as domestic call or VoIP Call? Both of them are my users with calling plan assigned. I am not expecting my end user to go and dial in as E164 but I would like to know the outcome.

    Everyone including myself call our colleague by clicking on audio call option.

    I'm AnnaThomas and I'd happily help you with your question. In this Forum, we are Microsoft consumers just like yourself no one here is a Microsoft employee.

    The answer to your question is yes, a call from a user in France to a regular cell phone user in Germany is still considered a domestic call, as long as both users are assigned to the same country/region in Microsoft 365 and have the Domestic Calling Plan Zone-2 license.

    This means that the call will be deducted from the pool of minutes shared by all users in the same country/region with the same Calling Plan. However, if the cell phone user in Germany is roaming in another country/region, the call will be charged as an international call, and the user in France will need an International Calling Plan or a Pay-As-You-Go Calling Plan to make the call.
