I fixed this issue by installing the beta version of MS Edge

I updated to Windows 24H2 and had some problems with some virtual machines I have to run for my job. So I reverted back to 23H2, but now the desktop Teams app doesn't work. When I open it, I get a message prompting me to download Edge WebView2.
The first problem I run into after that is that the web page it takes me to (https://developer.microsoft.com/en-us/microsoft-edge/webview2/consumer/?form=MA13LH) has a button that does nothing when clicked.
The second problem is that when I do find a download for Edge WebView2 and try to install it, I get another error message saying "Installation failed. The Microsoft Edge Webview2 Runtime is already installed for the system." I tried restarting and that did not resolve the problem.
I seem to be stuck in an infinite loop.
By the way, I'd include screenshots but the image uploader is apparently also broken.

I do not have the same issue on the web app.

Repair Edge WebView2 and Reinstall Edge WebView2
Microsoft Edge WebView2 does not exist in my list of programs.
I don't have this problem in other applications. However, when I booted up my computer today, the issue was, strangely, spontaneously resolved. Teams started up and I got no message that Edge WebView2 was missing. I'm not sure what happened, but Teams is magically working again.

Based on your further description, regarding to Edge WebView2 error, here is a similar thread, you can refer to MS Edge WebView2 Runtime missing; when I download, install fails - Microsoft Community.
