Based on your description regarding "In Teams, how can the @ Mentions "filter" be turned off at the top of the Chat window?". After thorough research and testing, this is due to the new teams and channel experience and we have received a number of requests on this, and the team is currently looking in the situation. Therefore, I will update this thread as soon as I get any additional information about the query and the fix timeline.
Also, if you are an organization admin, you can also raise a service request to report this symptom to our online channel through the O365 admin center if you have the permissions.
