How to block Persistent PC App Store pop-up on Windows 11?

On my Asus Computer, a PC App Store Pop-Up blocks the entire screen making it impossible to do anything without restarting the computer. How can I prevent this pop-up?

My task manager is saying I am using 80% of memory but if you add up the tasks its not even close

My PC has been stuttering when I run Marvel Rivals because my memory gets up to 99% usage, but when I add up all the tasks in task manager it only adds up to about 4gbs of usage and I have 32gb of ram properly installed. any fixes? thanks in advance
