Outlook Flashing, Won't Connect

I have a personal office 365 account.

Earlier this afternoon, my screen started blinking and it turns out, outlook was continually pulling up some sort of popup that would close before I could see anything on it. Just opening and closing over and over.

It says it can't connect and won't download mail.

To solve this problem I've:

*done the online repair
*tried SARA
*created a new profile under Control Panel > Mail

Nothing is fixing the issue and SARA keeps telling me to contact my office administrator, which I don't have, because it's a personal account.

    I have had this problem again today, and disconnecting/reconnecting WiFi did not work this time. I searched the internet again and found

    which says that you should log out from Office using an application other than Outlook (e.g. Word):

    I did not use Word, but logged out from Outlook, closed it, reopened it, logged in, and the flickering was gone.

    Disable all unnecessary Outlook add-ins.

    File > Options > Add-ins.
    Disable all of them, and restart Outlook.

    check the Outlook issues is to open it in Safe mode.

    Change Display settings:

    Settings > Display, Graphics. Select the Office app, and then click on the Options button. Then select Power saving, and save the change.

    Update graphic card driver. To do this visit the support site of the graphic card manufacturer and download the latest driver.

    Finally repair Office.

    In order to verify, what detailed version of Outlook are you using(File > Office Account > Outlook)? Does this issue also occur on the web side?
    Make sure that you have upgraded Outlook to the latest version(File > Office Account > Update Options > Update Now)

    Considering that you have already taken some troubleshooting, it is recommended that you use the other below:

    • Check whether antivirus software is up-to-date or conflicts with Outlook
      If your antivirus software is not up-to-date, Outlook may not function correctly.
    • Perform a clean boot

    • Microsoft® Outlook® for Microsoft 365 MSO (Version 2208 Build 16.0.15601.20072) 64-bit
    • It says I'm up to date when I try to update
    • I did a clean boot and it didn't help
    • I uninstalled my antivirus completely and that didn't help
    • I fully uninstalled and reinstalled office and that also didn't help
