Can you please advise how to migrate azure firewall rules from one firewall to another preferably through GUI maybe firewall manager
If possible, share some documentation around it

Per my understanding, you would like to export the Azure Firewall rules from Portal.
However, as stated by @JimmySalian-2011 , we do not have a direct approach to export the rules from Portal.
I see Jimmy has provided a script to export the policy.
Can you please let us know if this helped or you have any follow-up queries on this?

Thanks for the update, however is there a way to initiate the export/import through the Azure portal GUI meaning through firewall manager.

@Vishu There is no way to export the template from the Firewall Manager. From the Forewall Manager you have the list of the policies and the associations. By clicking on the policy, it takes you to policy itself and you can download the template there.
You can use the script below to export the Firewall policy in CSV file:
