monitoring mechanism to evaluate the effectiveness of implemented azure password policy

I am working on a project to implement Azure AD IAM. Is there a way to monitor the implemented Azure AD password policy to check the effectiveness of it after implementtation.

You have to be more specific, what exactly are you interested in monitoring? Generally speaking, your best option is to use the Sign-in logs: https://learn.microsoft.com/en-us/azure/active-directory/reports-monitoring/concept-sign-ins
You have several options to integrate/export them to external systems/SIEM: https://learn.microsoft.com/en-us/azure/active-directory/reports-monitoring/concept-activity-logs-azure-monitor
