How can I force Outlook 2021 (or even 2010/2013 if 2021 not possible) to generate and send TNEF win.dat / winmail.dat ?
Options, Mail, Message Format > RTF
Change "When sending messages in Rich Text format to Internet recipients" to "Send using Outlook Rich Text format"
When sending new message: "Format Text" tab : set "Rich Text"
Add sample stylized text plus attachments plus voting buttons etc and send
Not getting winmail.dat / win.dat :(
Please advise I need it for some purposes

According to your description, when you send an email message, the recipient of the message sees an attachment that is called Winmail.dat, right?

Nope, my attachments are sent in their original format/extension!
I know many many people want to get rid of Winmail.dat / win.dat but my case is opposite!
I want to force Outlook to wrap my attachments and send in TNEF (Winmail.dat/Win.dat) format but I can't :(

it seems your issue is more related to add-ins, and please kindly understand the tag” office-outlook-itpro” which mainly focus on general issues about Outlook client, so we do know little about it, I notice that you add the tag "office-addins-dev", so I think the users of their forum will give more help on this.
