"Fatal error GooglePermanentWebException has occurred" Google Workspace to Exchange (Office365) Migration

We are trying to perform a Google Workspace (formerly G Suite) migration to Microsoft 365. We follow this procedure (an automated Google Workspace migration): https://learn.microsoft.com/en-us/exchange/mailbox-migration/automated-migration-neweac

I think I have followed all steps. The migration starts, runs for about an hour and then finishes with an error.

The log is (fond in the classic Exchange Admin only, open the migration > then the user > download report for user):

I have retried multiple times and checked and double checked that I don't have missed a step. I checked the API permissions on the project in Google Cloud, I made sure I have added the Client-ID en Scope and imported the JSON-file. I'm out of ideas and I can't find any information on the error GooglePermanentWebException .

What can cause this error?

    I found the solution.

    If you read the steps involved with an manual migration (in stead of automatic) you read that you have to enable certain API's in Google.
    https://learn.microsoft.com/en-us/exchange/mailbox-migration/manually-configuring-gsuite-for-migration

    This step is (as far as I know) missing in the automatic migration manual.
