Have tried rebooting, running the Office uninstall tool (Office 2016 was previously uninstalled.

Do you install Office 2019 form Services & Subscriptions?
Or do you install it via running ODT with configuration file?
Besides, is there Visio or Project installed on your PC currently?
If yes, could you please let us know its version?
Please make sure your PC could access Microsoft CDN via your internet.
If conditions permit, you can change the network, such as using a mobile phone hotspot.
You can also temporarily disable the security software to prevent it from blocking installation.

Office Professional Plus 2019.
Not installing from Services & Subscriptions
Probably running ODT. I run Officedeploymenttool. Then use setup /download (xml)
Visio or Project have not been installed.
What website is CDN? I can access other websites.
Not sure how I would do the procedure using mobile phone hotspot. Have iPhone.
I am using the default Windows Defender but Symantec Endpoint Protection had been on the computer.

If you use ODT and configuration file to install Office, you may add Logging element in configuration file.
The log may help us troubelshoot installation issue.
CDN is Office Content Delivery Network, we could download Office installation package, get updates and other content from CDN for Office Professional Plus 2019.

In order to check the network factor, I suggest changing the network. Such as mobile phone hotspot, but you could also try to connect other network to download installation package.
To prevent security software from blocking the download or installation of Office, I suggest you temporarily exit it to have a test.
I decided to bypass the download failure. I renamed OfficeSetup to OfficeSetup Old. I went to another computer and copied the OfficeSetup folder to the computer with the can not download problem. I noted 8 files copied over whereas OfficeSetup had old 5 files. I then installed.

With the new OfficeSetup folder which replace the OfficeSetup Old, was Office 2019 installed smoothly?

The Office 2019 installed without a problem.
I consider the copying from another computer a work around and not an answer. It does not address why all Office 2019 files were unable to download. The work around and the existence of Office 2019 installation files proved that the problem is not one of the suggested Microsoft pop up window solutions of Internet connection or enough free space on the hard drive.

In addition to the operations I suggested in the previous comments, it's also recommended to create a new Windows administrator account to test, check whether this issue is related to your user profile.

I do not see which network as a problem. 5 out of 8 files were downloaded. The missing files are: i640.cab, stream.x64.en-us.dat, stream.x64.x-none.dat. All files can be downloaded on other computers in the same domain.

Do you think Windows Defender can block Office file download?

I only see Microsoft 365 so I do not know how Office 2019 applies.

Per the link, it appears that line needed is <Logging Level="Standard" /> Saving logging file in C:\temp is fine.

I modified the key in your configuration file to be the GVLK of Office Professional Plus 2019, as the Q&A forum is a public place. Please keep your privacy information safe.

There would be the "Office" folder created automatically when downloading the installation package, but not "OfficeSetup".
If you need to put the installation files into OfficeSetup folder, please create it manually.
On my test environment, I create this folder OfficeSetup, then I run ODT with this configuration file, the installation file downloaded smoothly.
