Can not install Office 2019 Error code: 30015-1007 (5)

Have tried rebooting, running the Office uninstall tool (Office 2016 was previously uninstalled.

    I was too busy trying to document and did not realize I had put information I should not.
    Apparently, Microsoft Q&A does not allow me to modify a post once the post has been made.

    “There would be the "Office" folder created automatically when downloading the installation package, but not "OfficeSetup".”
    For a successful install, I get Officesetup folder not a Office folder.

    “On my test environment, I create this folder OfficeSetup, then I run ODT with this configuration file, the installation file downloaded smoothly.
    As the limit of characters, I would add the picture in another comment.”
    I created Officesetup folder and modify the configuration file to look like the one you posted. The operation immediately fails.

    The ODT link is for Office 365.

    I tried the newer ODT

    I did copy over the configuration that worked on another computer and still get the usual failure.
